About Balboa Reservoir
Balboa Reservoir is turning a 17-acre site beside City College into 1,100 homes, 550 of them below market rate, with about 100 townhomes for sale beside Westwood Park and a new Balboa Reservoir Park. BRIDGE Housing and AvalonBay lead it with Mission Housing, in partnership with the city. Work began in November 2025; the first phase is due in spring 2028.
